April 2016: High Performance BOE Volume Introductions

The BOE Volume Introduction, when properly designed, is a powerful ally to the BOEs themselves. It can be much more than a container for Labor Grade descriptions, summaries, and model descriptions. Two items in particular are adjunct to these typical contents, and should be included as a best practice. One is a roadmap (e.g. a table by WBS), which summarizes notable items the customer will find (or not find) in the BOE details. For example, if you have decided to no-bid (or zero-bid) a WBS element, it explains why the customer will not find that associated BOE later in the Volume. It can also preemptively explain other peculiarities which otherwise could cause the customer to ask a question. “Global factors” are a second item. These are e.g. complexity, scaling or other factors which apply to many BOEs. The clear advantage is that these Global Factors, described and showing the gory math details once in the Introduction, can be referred to from (vice duplicated in) BOEs which use them. Write once, refer many. As a simple example, suppose your historical actuals total has a period of performance is 12 months and your new period of performance is 6 months. In your Introduction, you assign this result of 50% to Global Factor 1.
